EPA Recreation Economy for Rural communities  – Deadline 5/31/2019  The Environmental Protection Agency is inviting communities to apply for planning assistance through the Recreation Economy for Rural Communities initiative. Partner communities will work with a planning team to foster environmentally friendly community development and Main Street revitalization through the sustainable use of forests or other natural resources. Rural PREP Micro-research Grants – Deadline: 6/3/2019.  The Collaborative for Rural Primary care, Research, Education, and Practice (Rural PREP) will provide small seed grants of up to $4000 each to conduct micro-research projects that seek local solutions to health problems in underserved rural communities.  Who is eligible to apply? Current students in a U.S. medical school or a nurse practitioner or physician assistant program, residents in a U.S. rural residency program, or other health professionals training for primary care practice in a U.S. rural location. HHS –ACF Community Economic Development Projects 6/3/2019.  Administration for Children and Families (ACF), Office of Community Services (OCS) will award approximately $13.1 million in Community Economic Development (CED) discretionary grant funds to Community Development Corporations (CDC) for well-planned, financially viable, and innovative projects to enhance job creation and business development for individuals with low income. CED grants will be made as part of a broader strategy to address objectives such as decreasing dependency on federal programs, chronic unemployment, and community deterioration in urban and rural areas. OCS is encouraging applications from CDCs to target hurricane disaster areas, rural areas, and underserved areas: 21 states and territories that do not have active CED projects:  Alaska, American Samoa, Arkansas, Arizona, Colorado, Delaware, Federated States of Micronesia, Georgia, Guam, Idaho, Iowa, Marshall Islands, New Hampshire, New Jersey, North Dakota, Commonwealth of the Northern Mariana Islands, Republic of Palau, Rhode Island, U.S. Virgin Islands, Utah, Vermont, Virginia, and Wyoming. 

 

RCORP-Medication-Assisted Treatment Expansion (HRSA-19-102) Deadline: 6/11/2019 The Health Resources and Services Administration’s (HRSA) Federal Office of Rural Health Policy (FORHP) released a Notice of Funding Opportunity (NOFO) for a new Rural Communities Opioid Response Program (RCORP) initiative called RCORP-Medication-Assisted Treatment Expansion (HRSA-19-102). HRSA plans to invest approximately $8 million in rural communities as part of this funding opportunity. Successful RCORP-Medication-Assisted Treatment Expansion (MAT Expansion) award recipients will receive up to $725,000 for a three-year period of performance to establish or expand medication-assisted treatment (MAT) in eligible hospitals, health clinics, or tribal organizations located in high-risk rural communities. HHS – ACF Community Collaborations to Strengthen and Preserve Families  Deadline: 6/11/2019  The purpose of this funding opportunity is to fund cooperative agreements that support the development, implementation, and evaluation of strategies that prevent child maltreatment, reduce entry into the public child welfare system, and enhance the overall well-being outcomes of children and families. Funding will be used to improve the safety and stability of all families and reinforce supportive, nurturing relationships by: enhancing the capacity of communities to offer broad-based family supports; using data to inform and align strategies across sectors to address site specific barriers; supporting strategic collaborations with traditional family serving agencies and non-traditional partners; and coordinating, monitoring, and reporting on strategies and outcomes across multi-sector partners. The project period is for 5 years.

USDA-AMS Farmers Market Promotion Program Deadline:  6/18/2018.  USDA Agriculture Marketing Service is offering grants for projects that assist in the development, improvement, and expansion of domestic farmers markets, roadside stands, community‐supported agriculture programs, agritourism activities, and other direct producer‐to‐consumer market opportunities.  .  Click here to review application guidelines.

Dept. of Transportation BUILD Discretionary Grants  – Deadline: 7/15/2019  DOT has announced that the Notice of Funding Opportunity (NOFO) is available for its competitive grant program known as the Better Utilizing Investments to Leverage Development (BUILD, formerly known as TIGER). A total of $900 million was appropriated for this program in FY 2019. The application is currently available online at https://www.transportation.gov/BUILDgrants. The application deadline is July 15, 2019. To provide technical assistance to a broad array of stakeholders, DOT is hosting a series of webinars during the FY 2019 BUILD grant application process. HUD Rural Capacity Building for Community Development and Affordable Housing Grants Deadline:  6/11/2019. HUD is offering Rural Capacity Building for Community Development and Affordable Housing Grants that provide Financial Assistance or Technical Assistance grants to build the capacity of rural housing development organizations, Community Development Corporations, Community Housing Development Organizations, local governments, and Indian tribes to carry out affordable housing and community development activities in rural areas for the benefit of low- and moderate-income families and persons.   Click here to review program guidelines.

CDC National Harm Reduction Technical Assistance and Syringe Services Program (SSP) Deadline: 6/26/2019. This three year program will strengthen the capacity and improve the performance of harm reduction programs throughout the United States; and implement a monitoring and evaluation of syringe services programs. The purpose of this project is to strengthen harm reduction programs in order to prevent infectious disease resulting from injection drug use, and improve health outcomes for people who inject drugs, including strengthening linkage to medication-assisted treatment. It is comprised of two components: technical assistance, and monitoring and evaluation, and two one-year demonstration projects. Activities will include: providing technical assistance to SSPs, developing a national training network; and implementing a SSP monitoring and evaluation program. BJA FY 19 Southwest Border Rural Law Enforcement Information Sharing and Interdiction Assistance Grants  Deadline: 7/2/2019. The BJA Southwest Border Rural Law Enforcement Violent Crime Reduction Initiative is an innovative new program that seeks to provide resources, training, and technical assistance to rural law enforcement agencies along the Southwest Border to assist with the reduction of violent crime, including drugs and human traffickers. The initiative will include two areas of funding; (1) field based initiatives, and (2) a TTA initiative. The eligible applicants for this solicitation are limited to the following entities within California, New Mexico, Arizona, and Texas: County sheriff’s offices of any size; Rural law enforcement agencies (excluding county sheriff’s offices) serving jurisdictions with populations of fewer than 100,000; and, Federally recognized Indian tribal governments (as determined by the Secretary of the Interior) Priority consideration will be given to applicants that represent jurisdictions located within 25 miles of the border between the United States and Mexico.

National Health Emergency Phase Two: Disaster Recovery National Dislocated Worker Grants to Address the Opioid Crisis Deadline: September 30, 2019 Reminder that the U.S. Department of Labor is offering funding to address the opioid crisis through the Disaster Recovery Dislocated Worker Grants program. The purpose of these grants is to enable eligible applicants to create disaster-relief employment to alleviate the effects of the opioid crisis in affected communities, as well as to provide employment and training activities, including supportive services, to address economic and workforce impacts related to widespread opioid use, addiction, and overdose. RURAL LISC Grants to help develop and improve  essential Community Facilities in Rural Communities Deadline: Ongoing.  Rural LISC (Local Initiatives Support Corporation) created the Community Facilities Fund to provide capital to help develop and improve essential community facilities in rural areas. Rural LISC utilizes this fund to provide permanent and construction-to-permanent financing for rural community facilities, including health care centers, hospitals, educational facilities, and other nonprofit and public facilities in rural communities with populations under 20,000. National Regional Transportation Conference June 17 – 19, 2019, Columbus OH.  Plan now to attend the 2019 National Regional Transportation Peer Learning Conference, which will occur June 17 – 19, 2019 in Columbus, OH. This conference emphasizes peer learning for regional planning practitioners and their partners. The conference agenda features workshops on RTPO models, public involvement, and regional agency roles in responding to substance use disorder, with several plenary and concurrent sessions on topics such as transportation safety, mobility, bicycle/pedestrian, data analysis, transportation and economic development, and more!  All attendees are invited to the RPO America business meeting for an update and discussion on transportation policy issues.
